UK September inflation reaches 3.5% annually; the monthly rise was 0.4%
The UK Office for National Statistics reported on October 21 that September consumer prices, measured by CPI, were 3.5% higher than a year earlier.
Prices did not rise 3.5% within September: the increase from August was 0.4%.
A 0.4-point change is not a 0.4% price rise
August’s annual inflation rate was 3.1%, so the move to 3.5% is 0.4 percentage points. That difference does not mean prices rose only another 0.4%. In this release the monthly increase also happens to be 0.4%, making confusion especially easy. The annual comparison uses September last year; the monthly one uses August this year. Price levels and the speed of change answer different household-budget questions.
Fuel pushed up the rate; hotels partly offset it
ONS says transport, particularly motor fuels, made the largest upward contribution to the change in the annual rate. Motor fuel prices were 29.8% higher than a year earlier. Restaurants and hotels partly offset the upward change. An offsetting contribution does not necessarily mean prices fell: hotel prices rising more slowly than in the corresponding period last year can also pull down the annual-rate change.

A representative basket is not every household
The broader CPIH measure, which includes owner occupiers’ housing costs, rose 3.6% annually. It has a different coverage from CPI at 3.5%, so the figures must not be exchanged. Households with different driving and housing needs will experience different pressures. These indices track a representative mix of goods and services; they do not prove that any one person’s spending rose by exactly the same amount.
Rate expectations are not a decision
Economists consulted by PA described pressure on living costs and future interest-rate deliberations. The inflation release itself does not settle the central bank’s decision. Nor does this figure alone establish an individual benefit or pension increase. ONS schedules its next inflation release for November 18. That update will help distinguish continuing fuel and service pressures from effects of the annual comparison base.
