France commits over €1 billion after drought, but farm payments remain case-specific
France is mobilising more than €1 billion after the 2026 heatwaves, drought and fires, covering exceptional losses and preparation for the next production cycle. On September 7 it began accelerated recognition procedures for uninsured crops under national solidarity compensation.
The announcement does not give every farm the same immediate payment. Crop, location, insurance, recognised loss and programme rules determine eligibility; some amounts are tax relief or expansions of existing schemes.
How severe was the summer?
The ministry reported a July mean of 24.9°C, drought over 65% of the territory and water restrictions in 95 departments, 79 at crisis level at the peak.
What makes up the total?
It includes an estimated €520m for ISN, €30m for uninsurable capital losses, over €300m in land-tax relief and a €235m restart fund.

Insured versus uninsured
The advance ceiling for insured farms rose from 70% to 80%. Uninsured crops still need local damage recognition; faster procedure is not automatic payment.
What supports restarting?
Regional funds can cover fodder, seed, plants and fire losses, alongside social-contribution arrangements and extensions for fertiliser and fuel support.
What should farmers check?
Use prefecture, chamber of agriculture, insurer and MSA notices for eligible crops, evidence, dates and advance rules.
