COP17 opens with a first global check on biodiversity promises

Global briefing

Briefings by language

The UN biodiversity convention’s COP17 opened in Yerevan, Armenia, on 19 October and runs through 30 October.

It reviews progress towards existing 2030 commitments; opening the meeting does not mean those goals have been achieved.

Which COP is this?

COP means a conference of treaty parties, so different conventions use the same abbreviation. This meeting concerns biodiversity and ecosystems, not only greenhouse gases. Its central task is the first global review under the Kunming–Montreal framework adopted in 2022. National reporting and collective-progress evidence allow promises to be compared with plans and implementation.

Thirty percent involves more than drawing boundaries

A prominent target is effective conservation and management of at least 30% of terrestrial and inland-water areas, and marine and coastal areas, by 2030. Designating extra area on a map is insufficient. Ecological importance, connectivity and equitable governance also matter. Indigenous and local-community rights must be respected; permitted sustainable use must remain consistent with conservation objectives.

Finance and implementation test the promises

Reporting from the opening, AFP identifies slow implementation and funding gaps as major tensions. Declaration wording differs from money actually available to spend. Conservation needs staff, continuing management and changes to incentives that damage ecosystems. Attendance figures or announced financial pledges alone cannot demonstrate that biodiversity decline has stopped.

What should be checked after 30 October?

Negotiations are ongoing, so final decisions and new financing cannot yet be declared settled. Check adopted CBD texts and global-review findings, then compare them with national budgets and plans. Read area targets alongside management effectiveness and rights. This is not a statement that local land-use law changed immediately when the meeting opened.
