Spain’s domestic freight documents go digital; printed QR copies remain allowed
From October 5, Spain requires the administrative control document for covered domestic road-freight operations to be created digitally.
The rule does not cover every international journey, and drivers may still carry a printed copy with a QR code linking to the electronic original.
Read the deadline together with the technical rules
Sustainable Mobility Law 9/2025 entered into force on December 5, 2025. Its transitional provision requires the relevant freight control document to become digital ten months later, producing the October 5, 2026 deadline. A transport-authority resolution published in June specifies the electronic format. Specialist outlet trans.info separately confirmed the October change.
Not every electronic file qualifies
The general technical procedure requires a native PDF created from structured information before the transport operation begins. It must be no larger than 5 MB and linked through a unique web address and QR code. Inspectors must be able to access the original without logging in or manually completing download steps. This distinguishes a digitally created document from a photograph or scan of paper. Both the file and its access route must work for an inspection.

Printed copies and limits to the coverage
The resolution permits the driver to carry either an electronic copy or a printed copy containing the QR code. The requirement concerns the digital original, rather than eliminating all paper. It covers road haulage for hire or reward with both origin and destination in Spain, including domestic operations by foreign carriers. An international journey does not automatically fall within this domestic-document regime merely because part of its route crosses Spain. Legal exemptions and a separate electronic freight-information framework also exist.
Implementation and individual exceptions need further checks
The general technical rules require retaining the generated electronic document for at least one year. The deadline alone cannot establish that roadside connectivity, operators’ systems or every exceptional case have been resolved. Current BOE legislation and subsequent transport-authority guidance are the next checks. This report explains the scope; it does not assess compliance for a particular contract or recommend buying a document service. Operators must check their transport type and electronic procedure separately.
