Why does an April decision matter now?<\/h2>\n

The resolution published on 16 April took effect the next day and allowed six months for networks and companies to prepare the numbers. That period ended on 17 October. The 400 prefix is the beginning of a Spanish domestic nine-digit number, not a separate international country code. It gives recipients a clue to the call\u2019s sales purpose before answering.<\/p>\n

Why can these numbers not receive callbacks?<\/h2>\n

Which exceptions prevent a blanket claim?<\/h2>\n

The resolution applies to companies covered by Customer Service Law 10\/2025 and preserves paragraph 4 of its transitional provision. Relevant requirements have an exception for electricity, gas and telephone-service sellers below 5% of the national market that also fall outside the law\u2019s company-size category. A sales call using another range therefore does not, by itself, establish an individual violation. Operators may offer range blocking on request; the resolution does not establish automatic blocking on every line.<\/p>\n
