Vietnam has shut down nationwide 2G—with exceptions for some islands and offshore facilities
2G-only handset service ended first in October 2024; this stage switched off the remaining network system. Older 3G or 4G phones may still lose voice service if they lack VoLTE.
The ministry reports more than 99% population coverage for 4G and 91.9% for 5G, targeting 97% 5G by year-end. Population coverage is not the same as land-area or indoor coverage.
Who should check
Users and businesses with old phones, GSM alarms, meters, payment terminals or roaming devices should confirm both 4G and VoLTE support.
Phone check
Look for VoLTE or 4G calling in mobile-network settings. If absent, use an operator’s official support channel rather than installing an unsolicited app.

Two phases
The transition stopped 2G-only phones first and kept limited GSM for about two years while devices and voice service migrated.
Exceptions and scams
Some offshore services remain. Treat messages requesting passwords, one-time codes or payments for migration as suspicious and call the operator directly.

Operator compatibility lists, IoT replacement schedules, local quality and the later 3G plan may change; follow ministry and carrier notices.
